Message dated May 21 and received May 22, stating the Governor                 
transmitted the engrossed and enrolled copies of the following                 
resolution to the Lieutenant Governors Office for permanent filing:            
                                                                               
SENATE JOINT RESOLUTION NO. 23                                                
Urging the United States Congress to amend the                                
Social Security Act so that the higher cost of living                          
in Alaska is reflected when the per capita income of                           
the state is used as a factor in determining the
